How to convert VOB to AMV?

The AMV video format was developed for cheap portable media players, known as S1 MP3 players. Because these devices have very limited processing power due to the Actions chip they use, AMV videos have to be small and in very low quality. The maximum resolution is 208x176 px, while the framerate cannot exceed 16 fps.
